The European Council, accepting the proposal made by the European Commission on 17th January2018, launched the Recommendation on key competences for a long-life learning on 2nd May 2018 along with the European Framework of Reference , which replaced the European Parliament's Recommendation of the Council dated 18th December 2006. In the same day, the Council adopted the Recommendation for the promotion of common values, inclusive education and an European teaching dimension.
The considerations that brought up to the updating and the adoption of a new recommendation and a new frame of reference are exposed with a new significant point of view: «In the knowledge economy, storing facts and procedures is important, but not sufficient to achieve progress and success. Skills such as problem-solving , critical thinking, ability to cooperate, creativity, computational thinking, self-regulation are more important than ever in our fasst-moving society. These tools help us to exploit in real time what we have learned, in order to develop new ideas, new theories, new products and new knowledge ";
Moreover it is a must to promote a sustainable development, with a clear reference to the "UNESCO global action program for education in view of sustainable development".
The instructions about what Members State have to do are indicated in 5 points :
- "To support the rights to an education, a training and a long-life learning of quality and inclusive, able to guarantee equal opportunities through the key competences of the European reference framework ";
- « To support the development of key competences, giving main attention to some aspects such as: «the development of the ability in learning to learn», the increase of «personal skills level and social skills in order to improve the ability to manage one's own life in a health-oriented and future-oriented way ", the promotion of the development of skills in citizenship ", so that to get " awareness about the importance of key competences and their relationship with society ";
- " To facilitate the acquisition of key competences thanks to the use of good practices to support this process" to add into the education, training and learning the ambitions of the goals of a sustainable development of the United Nations "
- Moreover to promote the knowledge about nature climate change and the sustainable use of natural resources ".
- "Reporting on the experiences and progress achieved in promoting key competences in all sectors of education and training, including non-formal learning and informal learning.
Skills are defined as a combination of knowledge, skills and attitudes, in which: a. knowledge consists of facts and figures, concepts, ideas and theories that are already established and that provide the basis for understanding a certain sector or topic. Skill means knowledge and to be able to execute processes and apply prevoius knowledge in order to obtain results. Attitude, instead, describes the disposition and mentality to act or react to ideas, people or situations .
The key competences are therefore defined as «those that everyone needs for personal development, social inclusion, sustainable lifestyle, life in peaceful societies and that takes care to the health and an active citizenship. They must be got in a perspective of long-life learning, from early childhood to adult life, through formal, non-formal and informal learning
The new key competences are as follow:
1) functional alphabetical competence
2) multilingual competence
3) mathematical ,science , technology and engineering competence.
4) digital competence
5) personal, social competence and ability in learning to learn
6) competence in matters of citizenship
7) entrepreneurial competence
8) competence in matters of cultural awareness and expression
