Human resource management has just become a subject of science administration.
Managing people is the art of working with people, in fact human capital is the most important and strategic economic factor for implementing quality and achieving success. Many personnel management tools have been developed: selection, awards, socialization, evaluation for improvement and responsibility, management control, all strategies organized in an innovative and non-bureaucratic way. The concept of human resource implies the idea of a system in which workers represent a resource on which to invest, according to the development of the system itself and its productivity. In fact article 4 of 165/2001 states that "the organization of human resources" is the responsibility of Managers and Article 17: "Managers manage personnel".The complexity of the school organization requires a headteacher with managerial skills (art 25-Dec lgs 165/2001).But only an educational leadership can keep together the quality and constitutional relevance of the right to study. Therefore, non-bureaucratic, but managerial administrative management is needed to combine with an educational leadership.
The enhancement of human resources is fundamental: not with bureaucratic management (qualifications, scores), but with tutoring, socialization, motivation, incentive, training, evaluation, management activities.Tasks of effective school leadership:- Building a shared and common vision- Bring out mental models and overcome routines;- Disseminate systemic thinking (everyone must have a clear vision of the strategic orientation of the organization, open mind oriented, a system of responsibility and control, but also of support and security). Article 25 of Legislative Decree 165/2001: recognizes the headmaster as "management power", when it speaks of responsibilities connected with the management of human, financial and instrumental resources and the results of services in compliance with the competences of the teaching staff.- There is a positive relationship between human resource management practices and organizational results.Indications from Human Resource management: - Human resources are a crucial factor of competitive advantage (preparation, commitment, continuity);- Specificity of management of teaching staff.
People need to be emotionally involved; - Human resource management policies must be integrated with corporate strategic policies. The headmaster must involve the staff in the definition of the management policies of the resources and not only in their application. Managing culture and a positive climate is more important than managing systems and procedures, furthermore staff training must be aimed at company development.Organizational communication is essential to create and support sense making and it is necessary to encourage the decentralization of responsibilities and empowerment, in fact widespread and collaborative leadership is essential to create professional satisfaction and high motivation. The well-being of the organizational actors is fundamental for the productivity of the company. The management of differences in personality and cultural approach can cause conflicts and the management of the conflict must take into account two aspects: comparison and agreement.Human resources are a crucial factor of competitive advantage (preparation, commitment, continuity), In addition, the decentralization of responsibilities and empowerment must be encouraged – A widespread and collaborative leadership is essential to create professional satisfaction and support he motivation and well-being of the organizational actors is essential for the productivity of the company
